The VAT rates list contains the VAT rates that ReFIS offers on documents.
You will find VAT rates in the menu Other → Code lists → VAT rates. By default the list shows only the rates that are valid today. On the left you switch to “All rates”. Rates are not deleted - for a rate that is no longer valid you set “Valid to”.
Rate
For a rate you enter:
- “Name”, “Rate identifier” and “External identifier” - under which an external system, for example accounting, knows the rate
- “Rate (%)”
- “VAT rate category” - the code for e-invoices. A positive rate is always “S - Standard rate”. For a zero rate you select “E - Tax exempt”, “AE - Reverse charge”, “K - Intra-Community supply”, “G - Export outside the EU”, “Z - Zero rate” or “O - Outside the scope of VAT”.
- “Valid from” and “Valid to”
In the tabs you further set:
- “Sequence” - “Priority” for domestic documents and “Priority (abroad)” for foreign ones (1 is the highest). The rate with the highest priority is the default on a document. With the option “Has priority for those not VAT registered” you specify the rate that ReFIS assigns to the items of an imported e-invoice (ISDOC, UBL, ZUGFeRD, ebInterface) from a supplier who is not VAT registered, if the percentage matches. You can have only one such rate.
- “Display” - for which types and extended document types the rate is offered. If you assign a document type to at least one rate, documents of this type are offered only the rates with this type. You choose from invoices and sales receipts; extended types only for invoices.
- “Other” - whether the rate is for goods, services or both. It is used only in the export to the Omega and Profit accounting systems, as the nature of the supply.
- “Tax exemption” - only for category E: the reason for the exemption and the VATEX code for the e-invoice. ReFIS pre-fills them on the amount when you select this rate on it.
Validity of a rate
On a document ReFIS offers the rates valid on the date of supply. When a rate is changed by law, add a new rate and set “Valid to” for the original one.
Transfer of tax liability
With the transfer of tax liability (reverse charge), the supplier invoices without VAT and the customer declares the tax. A rate with category AE has a rate of 0 % and, in the field “Reverse charge (%)”, the original rate that the customer self-assesses.
In bulk creation of invoices from time entries, ReFIS selects the rate according to the customer:
- for a domestic customer, or if it does not know the customer's country, the default rate
- for a customer from another EU country who has “Possibility to apply VAT reverse charge” ticked in the address book, the rate with transfer of tax liability (if the company does not have one, the zero rate)
- for other customers from the EU, the default rate
- for a customer outside the EU, the zero rate
If your company is not VAT registered, it always uses the zero rate.
